[None][fix] serve: enforce parallel_tool_calls=false by stopping after the first DSML tool call - #21059
parallel_tool_calls: false asks for at most one tool call per turn. Today it is not enforced:
/v1/responses accepts and echoes it, and logs "accepted but not enforced".
/v1/chat/completions accepts it and ignores it.
/v1/messages rejects Anthropic's tool_choice.disable_parallel_tool_use: true with a 400.
Clients rely on it: the Codex CLI, in some configurations, sends parallel_tool_calls: false on every Responses request. A model that writes two calls then breaks the client's one-call-per-turn contract.
This PR stops generation right after the first complete tool call and keeps the stop text in the output. The output stays an exact prefix of what the model generated. No call is removed after generation.
Stop declared by the tool parser. A new property, BaseToolParser.single_call_stops, returns the texts that end one call. Its default is empty. The DeepSeek DSML parsers (deepseek_v32, deepseek_v4, deepseek_v41) return the invoke closing tag (</|DSML| invoke> for V4.1, </|DSML|invoke> for V3.2 and V4). Each tag is listed twice:
with the newline the checkpoints' encoders write after it, first;
bare.
Stops match token ids. In the encoders' layout, > and the following newline are one token. With the DeepSeek-V4.1-Flash tokenizer:
</|DSML| invoke> is [1718, 128825, 34756, 32] and never occurs in the layout;
</|DSML| invoke>\n is [1718, 128825, 34756, 1018] (>Ċ) and occurs once per call.
The V4 and V3.2 tokenizers behave the same way. The newline form is listed first because the detokenizer cuts the decoded text after the first listed stop it contains. Listing the bare tag first would cut the newline off the last token.
Open calls block. Stopping on the invoke tag leaves the calls block open. detect_and_parse required both block tags, so it returned no call and dropped the markup, while the streaming parse delivered the call. The Responses stream takes DSML calls from the whole-text parse at the end of the stream, so the call was lost on that path. The whole-text parse now reads an open block to the end of the text. Its complete invokes are calls. An unfinished last invoke is not a call, as in the stream. A closed block parses as before.
Where the stop applies.
Responses: an explicit parallel_tool_calls: false, with tools, tool_choice other than "none", on the non-Harmony path. The field's default is unchanged.
Chat Completions: parallel_tool_calls: false, with tools, tool_choice other than "none".
Anthropic Messages: disable_parallel_tool_use: true now becomes parallel_tool_calls: false on the chat request instead of a 400. Aggregated and disaggregated serving share this conversion.
Elsewhere the option is accepted but not enforced, with a warning once per process:
tool-call formats that declare no stop;
the Harmony path;
chat requests whose own stop or stop_token_ids are left out of the output. include_stop_str_in_output applies to every stop of a request, so keeping this stop would also keep the client's.
What clients see. A chat response does not report a stop the server added as its stop_reason, so the Anthropic route never reports it as a stop_sequence. finish_reason is tool_calls as usual. A Responses turn ends with status completed.
Known limits.
The stop fires on the first </|DSML| invoke> the model writes anywhere, also inside reasoning.
A closing tag in another tokenization (for example followed by a blank line) is matched only in the decoded text. The response ends there, but the request keeps running to its own end.
A model that omits the invoke closing tag can still produce two calls.
A reply cut by each stop form delivers its first call only.
An open block with complete invokes, and with an unfinished last invoke cut at eight points, delivers the complete invokes only. An open block with no complete invoke delivers no call.
The whole-text and streaming parses agree on every input above, over one-character deltas, every two-way split and fixed-width deltas.
Only the DSML parsers declare stops.
tests/unittest/llmapi/apps/test_single_tool_call_stop.py (new, CPU, added to l0_cpu.yml):
The stop helpers, including requests with their own stops.
The Chat Completions, Anthropic Messages and Responses handlers configure the stop only when asked and possible, and warn otherwise.
Chat responses, streamed and not, deliver the call and report no server-added stop_reason.
The stop ids match the DeepSeek-V3.2, V4-Flash, V4-Pro, and V4.1-Flash renderer layouts. Each case needs its checkpoint's tokenizer.json under LLM_MODELS_ROOT and is skipped otherwise. All four checkpoint cases ran in the latest local validation.
Anthropic fallback cases preserve client stop strings and stop exclusion, accept parsers without single-call stops, and emit the existing warning.
tests/unittest/llmapi/apps/test_responses_stream_final_consistency.py: a DeepSeek-V4.1 generation stopped after its first call reports exactly that call in the stream, the snapshot and a non-streamed response.
tests/unittest/llmapi/apps/test_anthropic_adapter.py: disable_parallel_tool_use maps to parallel_tool_calls: false. It was rejected before.
On a build of current main, the four test files pass: 1098 tests, against 1026 for the three existing files on main. The tokenizer test ran against the DeepSeek-V4.1-Flash checkpoint.
Latest focused validation after the tokenizer/fallback coverage update: 303 passed, 892 unrelated cases deselected. No skipped checkpoint cases.
During development, a property-based check over generated DSML replies (cut at each stop form, at any point, or not at all, then streamed in random deltas) confirmed that the two parses agree, that a stopped reply carries exactly its first call, and that closed blocks parse as before. Thirteen planted bugs in the parsers and the serving helpers were each caught.

Parser-declared DSML closing strings stop eligible generations after the first complete tool call. The server retains these stops for parsing and filters applicable server-added stop reasons from chat responses. Anthropic requests with disable_parallel_tool_use=true set parallel_tool_calls=false, except when tool_choice is "none".
Enforcement is conditional. The server does not enforce the option when request stop settings conflict, the request uses Harmony, or the parser declares no single-call stops. The change documents a once-per-process warning for unsupported cases and limits from matches inside reasoning, alternate tokenizations, and calls without a closing tag.
Review severity counts and test execution results are unavailable from the supplied evidence.
QA Engineer Review
Four test files changed. test_single_tool_call_stop.py was added to tests/integration/test_lists/test-db/l0_cpu.yml. The supplied evidence does not establish CI or manual-QA list status for the other three test files.
Tests cover Anthropic conversion, stop eligibility and warnings, stop retention and stop-reason filtering, DSML parsing in open calls blocks, and Responses streaming consistency. Coverage verdict: needs follow-up to confirm CI or manual-QA execution for the other changed test files. Test results are unavailable.

…r the first DSML tool call
parallel_tool_calls=false (Responses, Chat Completions) and Anthropic's
disable_parallel_tool_use now end generation right after the first
complete tool call, for tool parsers that declare the text that ends one
call (BaseToolParser.single_call_stops). The stop is kept in the output so
the parser still reads the call. The DeepSeek DSML parsers (deepseek_v32,
deepseek_v4, deepseek_v41) declare the invoke closing tag, with and
without the newline the encoders write after it: stops match token ids,
and '>' plus that newline is one token.
Stopping there leaves the calls block open. The whole-text DSML parse
dropped every call of an open block while the streaming parse delivered
them; it now delivers the complete invokes of an open block as well.
Other formats, the Harmony path, and chat requests whose own stops are
left out of the output keep accepting the option without enforcing it,
with a warning once per process. A stop the server added is not reported
as the chat stop_reason.

Walkthrough
Eligible requests with parallel_tool_calls: false now use parser-provided stops to end generation after one tool call. Chat responses omit server-added stop reasons. The changes also update Anthropic request conversion, DeepSeek DSML parsing, documentation, and tests.
The base parser exposes an empty single_call_stops tuple. The DeepSeek V3.2 parser provides invoke-closing stop strings and parses complete invokes from open calls blocks. Tests cover stop strings and complete-call parsing for DeepSeek DSML parsers.
Anthropic request conversion sets parallel_tool_calls to false for eligible choices. Chat Completions and non-Harmony Responses add parser-provided stops when request conditions allow, and warn when enforcement is unavailable. Documentation and tests cover supported and unsupported conditions.

Chat postprocessing omits stop reasons that match server-added single-call stops. Tests cover streamed and non-streamed chat output and Responses output after generation ends inside an unclosed DSML calls block.

Add token-level stop tests for the V3.2 and V4 formats.
The token-level test in tests/unittest/llmapi/apps/test_single_tool_call_stop.py covers only the DeepSeek-V4.1-Flash tokenizer. The string-level test checks the V3.2 and V4 stop strings, but it does not check how those strings tokenize. DeepSeekV4Parser inherits single_call_stops from DeepSeekV32Parser. A checkpoint can tokenize the closing tag differently. If it does, the stop may not match, and parallel_tool_calls=false can allow more than one call.
Add a token-level case for each supported V3.2 and V4 checkpoint, following the existing V4.1 test. Use the same two-call encoded prompt and assert the same match counts. The checkpoints must be under LLM_MODELS_ROOT, as the V4.1 case already requires. Otherwise, remove support for any format whose stop does not match its tokenization.
