Summary

This PR consolidates the complementary work from #6498 and #6499 into one published decision record for NemoClaw extension terminology and future SDK readiness.
It preserves Julie Yaunches's original authorship, removes conflicting issue classifications, and avoids implying that a public NemoClaw plugin SDK exists today.

38-44: 📐 Maintainability & Code Quality | 🔵 Trivial | ⚡ Quick win

Minor naming drift between tables for the "no third-party execution" class.

| Arbitrary NemoClaw executable extension | No. | (Execution and Trust Boundaries table) uses a different name than | Arbitrary third-party NemoClaw executable extension | Reserved and unavailable. | (Stability and Security Matrix). Since this record's purpose is unambiguous terminology, consider aligning the two labels to the same term.

✏️ Suggested alignment
-| Arbitrary NemoClaw executable extension | No. | NemoClaw does not accept third-party code through a host-side or control-path extension point. A later decision would need to define isolation, least privilege, provenance, failure containment, and recovery before enabling this class. |
+| Arbitrary third-party NemoClaw executable extension | No. | NemoClaw does not accept third-party code through a host-side or control-path extension point. ## Summary
This PR consolidates the complementary work from NVIDIA#6498 and NVIDIA#6499 into
one published decision record for NemoClaw extension terminology and
future SDK readiness.
It preserves Julie Yaunches's original authorship, removes conflicting
issue classifications, and avoids implying that a public NemoClaw plugin
SDK exists today.

## Related Issue
Closes NVIDIA#6229.

## Changes
- Define lifecycle contribution, managed agent package, agent-native
plugin, candidate public seam, and the reserved future `NemoClaw plugin
SDK` terminology.
- Document execution boundaries, a stability and security matrix,
measurable readiness gates, and non-overlapping ownership for NVIDIA#5998,
NVIDIA#6097, NVIDIA#3915, NVIDIA#6201, and NVIDIA#6207.
- Publish the decision record in the OpenClaw, Hermes, and Deep Agents
Code reference navigation.

## Summary

Prepares the user documentation for NemoClaw v0.0.78 by replacing the
unreleased section with release highlights and synchronizing the
affected inference, lifecycle, messaging, and CLI reference pages with
merged behavior.

## Changes

- Publish the v0.0.78 release-notes section with links to the most
specific user guides for each shipped behavior.
- Document authoritative Deep Agents route health, Nemotron Ultra
profile behavior, and Hermes compatible-endpoint context metadata.
- Document forced rebuild recovery after total backup failure and the
ownership-safe tunnel/full-stop behavior.
- Keep command examples and shared agent variants aligned with the
current OpenClaw, Hermes, and Deep Agents interfaces.

Source mapping:

Docs validation note: `npm run docs:check-agent-variants && npm run
docs:check-routes && git diff --check` passed. Full `npm run docs` is
currently blocked before Fern validation because the pinned
`fern-api@5.65.2` package is unavailable from npm (`ETARGET No matching
version found`).
