test(deps): AUT-1177 validate canonical MCore dev runtime

Background

Validate #5221’s exact shared Bridge payload against canonical MCore dev. This PR is temporary scaffolding: it must never merge and closes after #5221 lands.

What changed

• Carry compatibility SHA 16829197b3b15f7fb70aca14d3cb4d86b330b073 unchanged.
• Point the gitlink to MCore dev de1ebd63c7935886150364f9fc1a4150c7bdb37c.
• Retain the independently generated dev uv.lock.

This head differs from the shared compatibility commit only in 3rdparty/Megatron-LM and uv.lock. Only CICD NeMo is authoritative here; #5221 is the sole merge candidate.

Tested

• All 65 active H100 functional scripts passed on MCore dev; the same matrix passed on MCore main.
• Exact 2-GPU distillation test passed on both refs; focused unit module: 15 passed.
• Final head: full pre-commit, cache-key check, git diff --check, commit/gitlink metadata, lock revision/hash, signature, DCO, and lane-shape checks passed.
• Independent final review found no issues.
