fix(deps): AUT-1177 finalize merged MCore dev runtime

Background

Validate canonical MCore main and dev with one shared Bridge compatibility payload. This PR is the sole landing candidate; #5223 is validation-only.

What changed

• Carry compatibility SHA 16829197b3b15f7fb70aca14d3cb4d86b330b073 and both proven commit files.
• Pin the gitlink to MCore main 6513e3e23d6b5eda6a1c934990b15e804237732b.
• Retain the independently generated main uv.lock.
• Include the dual-compatible distillation builder-config repair.

Both lanes validated the exact same compatibility SHA. Only this PR may merge, and only after its normal required gate and #5223’s CICD NeMo gate pass. After it lands, #5223 closes as superseded.

Tested

• All 65 active H100 functional scripts passed on MCore main and dev.
• Exact 2-GPU distillation test passed on both refs; focused unit module: 15 passed.
• Final head: full pre-commit, cache-key check, git diff --check, commit/gitlink metadata, lock revision/hash, signature, DCO, and lane-shape checks passed.
• Independent final review found no issues.
