This PR updates gsd/develop from NOAA-EMC's develop branch: bugfix for GNU in GFDL_atmos_cubed_sphere and updates to build system configuration for jet.intel and hera.gnu (now a tier-1 system). The set of PRs listed below also contain @benwgreen 's changes to MYNN SFC and PBL for fractional/coupled runs in ccpp-physics.

Regression testing on hera.intel against EMC baseline using rt.conf: all tests pass except the known ones (where our code has marched ahead; but all of them complete the runs)
