DESCRIPTION OF CHANGES:
The real-time RRFS 3-km NA domain is provisionally built from code at "jaymes-kenyon:deploy_na3km", pending a needed merge with authoritative EMC_post code. Once this merge is completed and follow-on tests are successful, this draft PR will be finalized and elevated into a formal PR.
