DESCRIPTION OF CHANGES:
Updates to deploy the RRFS 3-km North America domain
NOTE: as a temporary measure, the associated SRW app code for 3-km NA deployment should be taken from https://github.com/jaymes-kenyon/ufs-srweather-app/tree/deploy_na3km . This temporary approach is justified because the 3-km NA configuration requires recent EMC_post updates in the authoritative branch (not yet in GSL's repo). Within this provisional SRW app branch, Externals.cfg sources EMC_post code from EMC/develop.
TESTS CONDUCTED:
These updates to regional_workflow produce successful real-time forecast runs on Jet.
