DESCRIPTION OF CHANGES:
Updating the externals hash for EMC_post. This update modifies the UPP diagnostics of cloud base/top, now using a cloud-fraction approach. For code details, see the merged PR for UPP at NOAA-EMC/UPP#791
TESTS CONDUCTED:
This updated UPP code has been tested in RRFS (3-km CONUS) cases on Jet. The resulting cloud-base and cloud-top fields look satisfactory.
