This PR contains NOAA-EMC#27 and NOAA-EMC#25 for the gsd/develop branch to solve issues NOAA-EMC#24 and NOAA-EMC#28 and allow us to reactivate the regression test
fv3_ccpp_gsd_sar_25km_debug(issue NOAA-GSL/ufs-weather-model#31).Also included is a formal update from NOAA-EMC (which only contains parts of the changes described above).
