Description
This PR will update the UPP hash in FV3 to include the latest PR that adds Ursa and ss192 support. Updating the hash will bring in about 25 other older PRs from UPP. The hash this will update to is https://github.com/NOAA-EMC/UPP/tree/8f6caa9. This will be done to allow GW to update their systems to work on Ursa and to work with ss192.

How were these changes tested? The branch was tested using the UFS RT suite.
What compilers / HPCs was it tested with? This was tested on Hercules.
Are the changes covered by regression tests? Yes
Have the ufs-weather-model regression test been run? On what platform?
Yes, this was tested on Hercules. There were about 110 tests that require new baselines.
