Partially resolves NOAA-EMC/GDASApp#1921 . Needs corresponding PRs in GDASApp and global-workflow to not break marine DA. Tested with same on
C48mx500_hybAOWCDandC48mx500_3DVarAOWCDA, should get a full cycling test
