Update the test for UNAVAILABLE from inclusion to count:

rocotocheck.pyscript.Type of change
The test for UNAVAILABLE was for inclusion so the tool was always return the state UNAVAILABLE until DONE

Ran tool on EXPDIR that had zero UNAVAILABLE and UNKNOWN states
