This PR adds GFS_typedefs.F90 to the repository (previously in ccpp-physics) and adds a project identifier CCPP-SCM to the top-level CMakeLists.txt.
This PR goes together with the two PRs listed below and does not change the answer (tested on MacOSX/GNU).
