Wow - this PR is even ahead of ufs-weather-model it seems (I am seeing the stochastic physics ca updates that have been merged into ccpp-physics and fv3atm already, but for which the ufs-weather-model PR hasn't been updated yet. Great.

All commits have been previously reviewed as part of dtc/develop except a1e5022.
The new commit contains updates to GFS_typedefs.[F90/meta], removes the non-static option, and removes an obsolete namelist option.
This has been tested to work with the supported suites on Mac/GNU.
