I've reviewed the BattleTech rules and MegaMek documentation, and I've confirmed that something isn't working as intended.
I've searched the Github tracker and haven't found the issue listed

Medium (Gameplay Limitation): Non-core functionality is impaired, providing a suboptimal but playable experience.
Brief Description *
Mine Clearance Missiles / Mine Clearance Munitions do not appear to be able to clear any type of minefields. Tested with LRM Mine Clearing ammo, MML SRM and MML LRM Mine Clearing ammo on milestone 0.49.19.1 and dev 0.50.0.
Attached screenshot is from 0.50.0. Changing the ammo type to standard LRMs allows the hex to be targeted per mine clearing missile rules from TacOps p.211 - only MC missiles seem to be affected.
Expected behavior for Mine Clearing Missiles on minefields can be found on TacOps page 311:
Mine Clearance rounds reduce the density of any minefield type by a value equal to the MC volley’s rated damage, to a minimum of 0. If more than one minefield is present in the target hex, all fields are affected equally. (For example, an LRM-15 firing MC munitions will reduce a 20-pointdensity minefield to 5 points.)
Steps to Reproduce
Ensure the TacOps minefields rule is enabled
Select asset capable of deploying mines (e.g Heavy LRM carrier loaded with all flavors of Thunder LRMs)
Select asset(s) capable of using MC missiles (e.g. Longbow LGB-14Q, which has LRM20s and MML5s) and equip them with at least one ton of MC ammunition
Deploy minefields
In the next firing phase, right click on a hex with a minefield and select Target Clear Minefield using an asset with MC missiles. To Hit will be 0% - Weapon cannot clear minefields.
