The memo landed in PR #5736 used bold-styled labels (`**Scope**:` etc.) where `tools/hygiene/check-archive-header-section33.ts` requires literal-form labels (`Scope:`, `Attribution:`, `Operational status:`, `Non-fusion disclaimer:`).
