Rewrite preserved PR links to repository-valid paths
The archived discussion includes repo-relative links copied from PR comments (for example docs/hygiene-history/... and .claude/rules/...), but once stored under docs/pr-discussions/ those paths resolve to docs/pr-discussions/... and do not exist. In practice, readers of this archive file will hit broken links and lose the ability to navigate to the referenced artifacts, which defeats the preservation goal; the archiver should normalize these links (e.g., to ../... paths or absolute repo URLs) when writing archive files.
