P2 Badge Restore valid god-tier claims rule reference

This update renames the referenced rule to god-tier-claims-don't-collapse.md, but that file does not exist in .claude/rules/ (the canonical file is god-tier-claims-high-signal-high-suspicion-dont-collapse.md). Leaving this as-is creates a dead reference in a load-bearing rule document and makes downstream navigation/audit tooling lose the linked invariant context.
