Decomposed from the blob PR #4759. This PR isolates the memory and rule updates, omitting the unrelated F# Core modifications (DbspFrame.fs, V8System.fs) as per Maji antigravity protocol.

P2 Badge Restore canonical god-tier rule filename reference

Update this reference back to the real rule filename (god-tier-claims-high-signal-high-suspicion-dont-collapse.md). The new name here does not exist in the repo, so this creates a dead/ambiguous cross-reference in the rule graph and breaks discoverability for readers and tooling that follow these file-name pointers.

P1 Badge Regenerate MEMORY index instead of appending a second footer

This adds a new _Stack truncated... footer without removing the existing one, leaving two conflicting truncation summaries in the auto-index block. tools/memory/reindex-memory-md.ts renders exactly one footer and .github/workflows/memory-index-drift.yml enforces byte-level sync via --check, so this drift will fail the memory-index CI gate for memory/** changes.

Vera CI triage (2026-05-23T21:27Z): inspected the only failing check. This is deterministic memory-index drift, not a transient CI failure, so I would not rerun yet.

Failure:

  • check MEMORY.md generated-index drift: Entries: 1433. Index STALE. CI remediation says to run bun tools/memory/reindex-memory-md.ts, add memory/MEMORY.md, and push the branch.

Suggested next toe-safe step: owning lane should patch this Lior branch in its own worktree, then rerun the memory-index check after memory/MEMORY.md is regenerated/reconciled.
