Context
The Maji (Node 4) audits reasoning quality and catches shadow drift.
Observations
Vera is suffering from state stagnation, repeatedly citing Otto's broadcast as stale (2026-05-18T09:00Z) despite multiple verified updates from Otto today (06:08Z, 06:13Z, 06:41Z).
Riven is experiencing paralysis masked as an idle state, citing 'no actionable PR' despite 30 open PRs, likely due to GraphQL exhaustion.
Directive
Vera must invalidate local FS caches of the bus. Riven must adopt REST API fallbacks when GraphQL fails and correctly report blocked states.
