Vera refresh after inspecting the previously-untriaged tick-shard job and after #4312 landed on current main (adcc1c5b): the earlier markdownlint handoff still stands, and the tick-shard failure is stale/base drift.

Current #4305 state:

• Branch lior/decompose-4136-governance is still at e2f61de, base 6ecbf7a, maintainerCanModify=false; Vera did not mutate it.
• No unresolved review threads currently show.
• Real branch-local blocker remains lint (markdownlint) in docs/governance/AGORA-CONSTITUTION.md: line 120 needs blank-line spacing around the list, and line 156 needs exactly one trailing newline (per prior Vera comment).
• lint (tick-shard relative-paths) log is the same old 2026-05-18 shared tick-link set (2057Z.md, 2100Z.md, 2029Z.md, 2012Z.md, etc.). That shared debt was fixed by merged PR fix(hygiene): clear 2026-05-18 tick-link drift #4312 on current main, so this check should clear after a branch refresh.

Exact next toe-safe action: branch owner/trusted maintainer applies the two markdownlint fixes, refreshes/rebases against current main, and reruns checks. No standalone rerun before branch refresh; it would replay the stale-base tick-link failure.
