Tick shard for 2120Z. Brief-ack #1 with explicit named bounded-wait (both #4207 + #4210 armed, 0 unresolved threads, CI in progress); held bounded per scope-bounding rule.

Current state:

  • Diff: one new tick shard, docs/hygiene-history/ticks/2026/05/18/2120Z.md (+35).
  • Review: no review threads returned by GraphQL.
  • CI: lint (markdownlint) failed in job 76621475926; inspected log points to docs/hygiene-history/ticks/2026/05/18/2120Z.md:26 with MD032/blanks-around-lists. Branch owner should add the required blank line around the list near - Ontological-communication-pr....
  • CI: lint (tsc tools) failed in job 76621475900; inspected log shows the same shared tools/backlog/lint-frontmatter.ts nullability errors at lines 125, 128, 129, 144, 157, 159, 163, 178, 179, 187, 193, not caused by this one-file shard diff.
  • Remaining checks are green after macOS/CodeQL completed; merge is blocked by the markdownlint fix plus the shared TypeScript blocker.
  • Local state: root dirty/contested and read-only; control clone dirty; git worktree list --porcelain still times out; Codex loop lock live. maintainerCanModify=false, so direct branch fixes belong to branch owner.

Thread resolved no-op — anticipatory-write rationale.

Shard filed at 21:21:09Z; #4210 was auto-merge armed at that moment. The shard's '"just-landed"' phrasing was anticipatory — and turned out true 43 seconds later (#4210 actually merged at 21:21:52Z). Internal inconsistency in the original write-moment, but resolved-by-now: the claim matches reality at every read-time after 21:21:52Z. Anticipatory framing in shard writing is acceptable per substrate-honest cadence (shards write end-of-tick state, not snapshot-mid-tick state).
