…s validated (re-land of #3779) Re-lands the substantive content from PR #3779 (stale-armed 569 min; failed lint+tsc on outdated branch). #3779's branch predated B-0557 slices 2-4 which evolved tools/hygiene/audit- backlog-status-drift.ts; the tsc TS2532 failure was a side- effect of the stale branch state, not a problem in the 0630Z shard itself. Re-land on fresh branch off current main sidesteps the side-effect. MD032 fix applied (blank line after 'Given:' on line 46). Original #3779 will be closed with cross-link. Why re-land
#3779 was auto-merge-armed 569 min (~9.5 hr) but blocked by two CI failures:
Server-side rebase wasn't attempted because #3779 (06:30Z, 9.5 hr stale) almost certainly has compounded conflicts beyond the listed CI failures.

`docs/hygiene-history/ticks/2026/05/16/0630Z.md` — 67 lines documenting the 06:30Z tick's cascade-audit work + FP-hypothesis validation. Content unchanged from #3779 except the MD032 fix (1 blank line added).
