Why this work

PR #3150 (Manifesto V2 §33 archive) is in real-dependency-wait (4 required checks in-progress, auto-merge armed by Aaron). Per never-be-idle: pick parallel speculative work. Razor-cadence issue #3128 has been open since 11:21Z asking for a 5-item audit pass; item 4 is the lowest-effort highest-clarity checklist item (mechanical existence checks; clean binary result).

Codex + Copilot both flagged a missing memory-file reference in the Manifesto V2 §33 archive.
Root cause: cited filename was missing the `_dbsp_clifford_` suffix AND the sentence elided
the user-scope-vs-repo distinction so reviewers read it as a broken in-tree reference.

Fix landed at bfa74d1 on PR #3150 branch:
1. Filename corrected
2. Explicit Note paragraph added clarifying that `feedback_*.md` files live in
   ~/.claude/projects/-Users-acehack-Documents-src-repos-Zeta/memory/ (NOT in the repo)

Both threads resolved via GraphQL resolveReviewThread mutation.

PR #3152 (prior tick razor-cadence shard) now CLEAN, autoMerge armed for merge.

Continues the per-tick razor-cadence composes-with audit pattern established in PR #3152.

Batch 2 rules: zeta-ships-with-skills-immediate-value.md, dv2-data-split-discipline-
activated.md, methodology-hard-limits.md, shadow-check-name-acceptance.md.

17 rule refs + 13 memory refs + 7 backlog rows = 37/37 LIVE.

Combined with batch 1 (PR #3152): 67/67 LIVE across 8 newest rules (~17% of 47 total
.claude/rules/ files now have clean composes-with audit). Razor-cadence issue #3128
item 4 progress; items 1+2+3+5 require deeper rule-content read and remain for
future ticks.

Substrate observation worth carrying: rule files reference memory via bare 'memory/'
prefix (repo-scope, 889 feedback files); §33 research archives need explicit user-
scope qualifier (per PR #3150 1808Z fix). The convention split is now load-bearing
and stable.
