### 🐛 Bug Fixes

- **fix(ci):** a GitHub Release can no longer publish to npm on its own. Publishing the v3.8.54 Release started `npm-publish.yml` through its `release:` trigger and it went for `npm publish` of `omniroute`, a package upstream owns; it was cancelled by hand. The only brake skipped when the version was *already* on npm, which never holds for a fork running ahead of upstream. A `gate` job now makes every publishing job depend on the `ENABLE_NPM_PUBLISH` repository variable, and a test rejects a bare `needs:` as a guard ([#44](https://github.com/LMPrado-DZ23/OmniRoute/pull/44))
