Bumps every place that carries the current version from 3.8.54 to 3.8.55, and opens a `[3.8.55] — TBD` changelog section recording what has already landed on the line. Why now rather than at release time: new API operations must carry `x-since`, and the `check:api-governance` gate refuses an `x-since` above the `package.json` version. Two pieces of work in flight add operations — the workspace/budget hierarchy and the contract-test coverage — and with the manifest still saying 3.8.54 they would have had to stamp new operations as "since 3.8.54", which is false. This is the same reason PR #35 opened the 3.8.54 cycle early. Version sites, changed structurally (JSON parsed and re-serialised, not regex): package.json, open-sse/package.json, electron/package.json package-lock.json (root, packages[""], packages["open-sse"]) electron/package-lock.json (root, packages[""]) docs/openapi.yaml info.version README.md footer llm.txt + 41 i18n mirrors "Current version" Every 3.8.54 occurrence in both lockfiles was confirmed to belong to this project's own packages before it was touched — no dependency happens to share the number. The diff is 52 insertions / 52 deletions across 49 files: version strings only. The changelog section records #44 (npm publish gate), #45 (README and Docker guide), #46 (release:lock) and #47 (js-yaml R-10), and is mirrored to the 41 i18n changelogs.
