Add scroll-to-bottom button in Agent Manager

Context

Prevent chat pane from jumping while reviewing older messages, and provide a quick way back to the bottom.

Implementation

• Track whether the message list is at the bottom and only follow output when it is.
• Show a scroll-to-bottom button when the user scrolls up; clicking scrolls to the latest item.
• Added tests covering follow-output toggling and the new button.

How to Test

1. Open the chat pane for a session with messages.
2. Scroll up and wait for new messages to stream in; the list should not jump.
3. Confirm the scroll-to-bottom button appears; click it to jump to the latest message.

@marius-kilocode No problem! It's very fun to work with agent manager to fix issues anyway. But the PR still needs to be approved before it can be merged.
