Noting that we should check for python 3.9 support and possibly combine with #78022 if available.

We could just switch it to [email protected] ourselves and then fix it whenever @azclibot changes it back on version bumps. At least, until the upstream PR to fix it gets merged.

Azure/azure-cli#18224 has been merged, please kindly help merge #78022 as well. Thanks!
