Isn't this the same issue as all the other open renovate-bot PRs? We're still using the emulator and it requires an old version? |

Maybe? I thought it was removed, but perhaps it's still being used in a
spot or two.
You should be able to use a different image for the particular failing
build, though. (Bit of a bandaid I know, but probably the quickest fix.)
