Integrate Norma changes into the main branch

This PR merges the changes made for Norma into the main branch.

The goal is to consolidate branches to ensure a common code base between various projects.

TODO:

• run all Aida tests to verify that this branch passes all tests

As soon as Fantom-foundation/Sonic#106 will be merged, all commits related to StateDB and txs sorting struct can be removed:

• Replace StateDB struct with interface and wrapper
• Add EndBlock into StateDB interface (Add EndBlock into StateDB interface #33)
• Add BeginBlock into StateDB interface (Add BeginBlock into StateDB interface #34)
• Add Len/CountToPop into txs sorting structure (Add Len/CountToPop into txs sorting structure #38)
• Add Release() method into StateDB interface (Add Release() method into StateDB interface #43)

However following commits should be merged, as they improve the node performance:

• log: avoid stack lookups when not needed/used (#28069)
• fix tx sender caching

As suggested by @hkalina the norma branch is not going to be merged. Instead, cherry-picked changes are to be ported by #53
