EFF-898 Fix StructuralProto equality

Summary

• Fix StructuralProto[Equal.symbol] to compare field values when key names match instead of skipping them.
• Add a Request regression test for the deterministic hash collision from issue StructuralProto Equal returns true for unequal values on a hash collision (values only compared when key names differ) #2517.
• Add a patch changeset for the runtime behavior fix.
