Unpublish request for the latest version of ms-python.python (2023.18.0) #2142

The latest version of the extension has been published without its bundled libraries (same as #2132 last week), which we have corrected in our build step now as well in EclipseFdn/publish-extensions@87c5276.

The issue with 2023.18.0 on Open VSX appears to be fixed now.

Note that the cached extension may need to be removed from
`~/Library/Application Support/VSCodium/CachedExtensionVSIXs`
to trigger a re-download of the new fixed extension build.
