Update logger to include esmvaltool logs

Description

Update the logger configuration to include esmvaltool logs. This is useful for the CMORizer scripts in ESMValTool, which use the same configuration.

Also remove the intake-esgf installation from the CircleCI config as that is no longer needed now that #2765 has been merged.
