The exact adds hostile regressions showing that verifyOrchestratorHealthz must return an already-decided oversize rejection even when reader.cancel() or response.body.cancel() never settles. It contains no production repair.

#670 is the verified successor and already contains every valid test delta from this exact plus the causal production repair and additional synchronous-cleanup-fault coverage. After this RED lane records its hosted result and #670 safely merges, this PR may be closed only under the complete-successor exception; none of its valid test/evidence delta may be discarded.
