test(cdc): reproduce connector registration authority gap on current develop

Rebuilds issue #200 test-first from exact protected develop@4408b6086fd725ff1629d8f048cf28f3a2b40b1b without rewriting stale-base Draft #306.

Exact fail-first head: 6b377351675352797d35da9404c502722f26e385. This intentionally adds only CdcRegistryIdentityTest. Protected source still uses unconditional Map.put in CdcSourceRegistry and CdcTargetRegistry, accepts null/blank/duplicate registration authority, and exposes mutable all() collections.

Valid RED must reach the real registry production boundary after normal compilation and fail the new invalid-registration/mutation assertions. Setup/import/dependency/runner failure does not qualify. Only after current-head RED is proven should the narrow validation/putIfAbsent/unmodifiable-view/Javadoc implementation preserved conceptually in #306 be replayed. No #306 check, review or approval transfers.
