Summary

Retires the repository-local hourly review-repair workflow caller (#763) after scheduled startup failures and because a second scheduled mutation plane conflicts with ADR-0013 single-writer governance.

Supersedes draft #779.

  • Local: workflow retirement tests + changelog fragment contract green

Product gates

Merge when python + rust + package + fuzz are green.

Require compiled m2_stat and infit_outfit_stat for ordinary public calls,
retarget NumPy-fallback coverage, and sync documentation maturity vocabulary
plus shipped capability rows for parallel bounds and dark-mode accents.
Remove the repository-local scheduled caller that lacks startup acceptance
and conflicts with organization single-writer continuous-execution
governance (ADR-0013).

NumPy-fallback suite aligned so product CI does not re-execute removed
reference bodies.

Rebased onto fitstats/docs fail-closed base (incl. S-X2/person-fit cov retargets) so product CI is not blocked by main docs/fallback debt. Unique product commit still retires the competing hourly review-repair caller.

Unblock product CI for the hourly-repair retirement branch by absorbing the
protected-main documentation contract vocabulary sync and fit-statistics
fail-closed ownership fixes that main still lacks until #788 lands.

Fail closed on hostile iterable setup/iteration with package-owned
messages while preserving MemoryError. Rebuilt on current main after
#788/#789/#800/#802 landings.
