fix(rubric): refresh DIF applicability on exact predecessor

This Draft rebuilds the unique DIF-applicability slice from #780 directly on the current exact predecessor codex/fast-judge-accepted-type-regression at 2c4113a4b7cdcfcdea8e900d80f19e438e376c92.

The previous #780 head was based on predecessor snapshot 11291fd5f03cf24e403289b0466a7b633d0d3971 and no longer descended from the current predecessor. The four #780-owned paths do not overlap #778's changed-file set; the production item_bank.py base blob is identical on the old and current predecessor (f1077a12237677624206cfef4ad2b8e122181d24). This replacement therefore preserves the exact four final file blobs from #780 without force-push, destructive rebase, or transferring old-head checks.

Preserved bounded contract

• calibration requires calibration, item_fit, and item_information evidence;
• calibration additionally requires exactly one of measured dif or governed dif_not_applicable;
• neither or both fail closed;
• dif_not_applicable is an applicability/governance determination only and does not establish fairness, invariance, cross-population equivalence, or measured DIF;
• no estimator, psychometric arithmetic, persistence, provider integration, or hosted authorization changes.

Evidence boundary

Current source head: 071fdc818ff0736523b5936fd2791230ebbc8e20.

All prior #780 CI/review evidence is historical because the predecessor changed. Keep Draft until fresh exact-head/base checks and review are complete. #778 remains the predecessor and must integrate first; after any predecessor movement, regenerate base-sensitive evidence again.

Supersedes #780 after final lineage verification. Advances #609.
