Why

Protected main advanced after Draft #745 proved the CAT item-information/selection public-input immutability regression. #745 is now three protected-main commits behind. This clean-lineage replacement preserves its only unique verification delta without transferring predecessor checks/reviews.

What

• add the two exact public immutability regressions from test(cat): preserve public selection input immutability #745 on current protected main;
• exercise installed Rust-backed item_information() and select_cat_item() paths;
• prove caller theta, factor-map, and administered-item arrays remain unchanged;
• no numerical formula, selection policy, dependency, workflow, provider, documentation authority, version, or release behavior changes.

• protected base at creation: cd9e55f7f1735e9d73e73c11f5790d3c8e2f2b55;
• clean replacement head at creation: 631aab89fb4b477231e37ad7f5a51c12d69154bd;

Require one unchanged exact head with full applicable Python 3.12/3.14 CI, Rust/PyO3/package/reinstall, Security Scan, SAST and current-head review/governance evidence. Once this replacement is established, close #745 as superseded with lineage preserved. Advances #629.
