Replaced the first `<td>` in HTML report data tables with `<th scope="row">` to improve context for screen reader users. Also explicitly styled `thead th` and `tbody th` and updated tabular number fonts for data legibility to ensure no visual regressions occur. Updated `.jules/palette.md` with learnings on styling accessibility enhancements.
