fix(event): bind complete interval artifact authority

Summary

• require a complete one-to-one event inventory for every reasoner variable
• preserve isolated events in canonical JSON and GraphML
• bind and validate the historical knowledge cutoff, advancing the unmerged wire contract to v2

Verification

• cargo +1.98.0 test -p event_core --all-features
• cargo +1.98.0 test -p persistence_postgres --all-features
• cargo +1.98.0 clippy -p event_core -p persistence_postgres --all-targets --all-features -- -D warnings
• event_core branch coverage: 254/254 (100%)
• uv run python scripts/validate_documentation.py

Repairs the remaining artifact-authority gaps on #291; #170 partial.
