Update wrapped radiation badge to match unwrapped badge

Purpose of change

Opening a wrapped radiation badge makes it 5x more valuable (in barter value) and also bigger and heavier. The wrapped badge is described as "sealed in a radiation-blocking bag. Use it to remove it from the bag." That would not have any of those effects.

Describe the solution

Change the weight, volume, price, and price_postapoc on wrapped_rad_badge to match the numbers on rad_badge (the unwrapped version).

Describe alternatives you've considered

That "radiation-blocking bag" could actually exist instead of vanishing into thin air on activation, and the wrapped radiation badge could weigh more than the radiation badge. Someone else is welcome to work on that.

Testing

Wrapped radiation badges now have the same volume, weight, price, and barter value as radiation badges. When worn, and holding 10 "plutoniums", radiation badges still turn interesting colors.

Additional context

I don't know anything about IRL radiation badges. I'm just using numbers that are already in the game.
