What does this PR do?

ParallelState currently builds the sequence-parallel axes as [ulysses, cp]. In a row-major DeviceMesh, the innermost axis has adjacent ranks. This layout would place CP, rather than Ulysses, on adjacent ranks when both axes are enabled, which is undesirable for an intra-node Ulysses all-to-all and an outer CP group.

This PR orders the axes as [cp, ulysses] in the global mesh and in the flattened sp, dp_sp, and dp_shard_sp views. It updates the topology constraint documentation and adds a regression test for the dimension order.

The existing cp_size > 1 plus ulysses_size > 1 rejection is unchanged. This PR prepares the mesh layout; it does not enable combined CP and Ulysses or claim a multi-node performance result.

Checklist Before Starting

Test

  • Extended the existing tests/parallel/test_parallel_state_registry.py, which is enumerated in both GPU and NPU unit CI. The new test creates a real four-rank CPU/Gloo DeviceMesh, checks CP and Ulysses process-group memberships and flattened views on every rank, and confirms the combined-CP/Ulysses guard still raises.
  • python -m pytest -q tests/parallel/test_parallel_state_registry.py tests/parallel/context_parallel/test_dsv4_cp_gates.py: 6 passed.
  • make commit (pre-commit hooks) and make quality: passed.
  • No combined CP/Ulysses GPU/NCCL or multi-node run: that configuration remains deliberately rejected. CPU/Gloo validates rank membership; physical placement and performance should be checked when combined support is enabled.

Design & Code Changes

  • Put cp before ulysses when constructing the global DeviceMesh.
  • Use the same order in sp, dp_sp, and dp_shard_sp flattened views.
  • Keep the supported single-axis CP and Ulysses paths and the current compatibility gate intact.

Checklist Before Submitting

  • Read CONTRIBUTING.md and completed pre-commit checks.
  • Updated topology documentation in .agents/knowledge/constraints.md.
  • Extended an existing CI-enumerated test.
  • Independent pre-PR review verdict: safe.
  • No tasks/ scripts moved or renamed.

Summary by CodeRabbit

  • Improvements
    • Updated distributed device mesh ordering to place context parallelism before Ulysses, changing rank grouping for configurations that use these modes.
    • The global device mesh now includes the data-parallel shard dimension even when its size is 1.

The parallel-state code places CP before Ulysses in mesh dimensions and combined mesh-name lists. A four-rank Gloo test checks mesh names, layout, rank membership, and the expected CP-plus-Ulysses error. The constraints document records the dimension order and mesh inclusion rules.

Security Architecture Review

Security architecture risk: 🔵 Low · up to 482cc

The layout change does not appear to enable the previously unsupported combination or create a new security entrypoint. A failure-cleanup question remains, but the available evidence does not show that this PR introduced or worsened it.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The changed ordering affects rank placement when both axes are present, but that configuration is rejected. No newly reachable production caller or broader authority is established by the changed test.

Trust Boundaries and Controls

  • observed — Production setup supplies accelerator configuration to the initializer, while the new test supplies fixed CPU/Gloo parameters. The CP-plus-Ulysses rejection remains the relevant control on the combined layout.

Resilience and Maintainability Implications

  • inferred — Group allocation before rejection makes cleanup relevant to in-process recovery. The test covers its own cleanup, but the inspected production setup and normal teardown do not resolve cleanup or retry behavior after a caught setup exception; this is not established as a new PR regression.

Test the rank layout with a real DeviceMesh.

RecordingMesh accepts every dimension selection and only records _flatten calls. The test checks the requested arguments, but it cannot detect incorrect rank membership in the resulting mesh or flattened views. Add an all-rank CPU/Gloo test that inspects those ranks. Keep the CP-plus-Ulysses rejection assertion.

Brings in the Ulysses-inside-CP mesh order (#1257), the squashed
OfflineEncodingMixin PR (#1211, same content as the branch head merged
earlier) and the per-module metric meter with the omni MFU roll-up (#1212).

Resolved toward main's design:
- Metric meter: take main's MetricMeterMixin (`metric_meter_add(method)`),
  OmniEnvironMeter, compute_device_memory_metrics and
OmniStepMetricsCallback. Drop omniv2's OmniEnvironMeterCallback and the
  OmniTrainer/OmniModelRuntime/ModuleRuntime `collect_step_metrics` chain in
favour of `OmniModelRuntime.metric_meter_collect`. Keep one omniv2 need:
the callback skips `training/lr` when `offline_cache` builds no lr scheduler.
- Docs: drop `docs/key_features/omni_offline_encoding.md` (main moved it to
`docs/seed_omni/mixins/offline_encoding.md`; the merge base predates it, so
git kept the stale copy) and port omniv2's cache_mode wiring, current scope
and tests into the new page. Re-point line anchors main's docs carry to
omniv2's line numbers, and update seed_omni.md, constraints.md and the
seedomni-v2 skill to the new meter API.
