Lock dest extras tracking to rdna_extras @ 330b42ab - #27

Observe dest-landed extras #22/#24/#26/#27. Dest #27 is opt-in VLLM_HIPPIHX ctypes consume (default off; plans not ready). Dest disabled two-shot rdna_ar; library MAX_KB is 64. Keep this lock's tip SHA 330b42abb5b0. Dest library MAX_KB is 64 after the two-shot dest-off, VLLM_RDNA_AR stays 0, and zoo AR_MAX_KB stays 512. Co-authored-by: BlivionIaG <BlivionIaG@users.noreply.github.com>
