docs(decisions): add a site banner, link each provider out, and cover Laya and Nimble

Follow-up to #2141. Adds a site-wide banner for the Decisions API, links each provider in the /docs/decisions table to its own decisions docs, and covers Laya and Bespoke Nimble, which were asked about but are not /v1/decisions providers.

Hold the merge until a release ships the routes. No published release contains BerriAI/litellm#45184 or #45214 yet (latest are v1.104.1 and v1.105.0-rc.2, both cut before they merged), and the page still says the routes are coming. When v1.104.2 or the next release candidate is out, the "not in a published release yet" note on the page should come out in the same change.

Banner. "Decisions API is here. Call Jev, Clef or any decision model through one /v1/decisions endpoint." The whole bar links to /docs/decisions and has a close button that stays closed across pages (id decisions_api_2026_10). It is a soft tint of the theme accent with the text in the accent color, so it follows the theme: blue in light, teal in dark, with text contrast of 9.4:1 and 6.6:1. The styles are scoped to the outer bar with .theme-announcement-bar:has(a.announcement-link), because the older banner rules match every element whose class contains announcementBar, and they tinted the inner placeholder strip and kept it from being clickable.

Provider links. OpenAI, TypeSafe Jev, Perplexity, OpenRouter, Cloudflare Clef, and Strands Decider each link to their decisions docs (the same links that were in an earlier commit on #2141; all answer 200). The Cloudflare row also names cloudflare/clef-flash.

Laya and Nimble. A short "Self-hosted Laya and Nimble" section says they are self-hosted, not providers for /v1/decisions or /v1/systemone, lists their own routes (/laya/v1/systemone, /bespoke/v1/systemone) and settings, and links to the existing "Call a native decision API" section of the Auto Router classifier guide, which has the request examples.

Checked in the local dev server: clicking anywhere on the bar, including both edges, opens the page; the close button hides it on later pages; no horizontal scroll at 390 px. scripts/check-docs.py docs and npm run lint:writing pass, and the new internal links and the anchor resolve.

Overview
Adds a site-wide Docusaurus announcement bar promoting the Decisions API (decisions_api_2026_10), with the full bar linking to /docs/decisions and scoped CSS so the close control still works in light and dark themes.

On docs/decisions, each supported provider in the table now links to that vendor’s decisions docs; Cloudflare is labeled Clef and documents cloudflare/clef-flash. A new Self-hosted Laya and Nimble section clarifies they use dedicated gateway routes (/laya/v1/systemone, /bespoke/v1/systemone) rather than the unified /v1/decisions provider list, and points readers to the Auto Router native decision API guide.
