Synchronizes eng/common pipeline templates with the corresponding updates from azure-sdk-tools PR 14463, primarily to support custom npm registry configuration and to scope .npmrc creation to the appropriate publish path.
Changes:
- Add
NpmConfigRegistryparameter and plumb it through asNPM_CONFIG_REGISTRYfor relevant pipeline steps. - Update npm publish job so authenticated
.npmrccreation only runs for non-npmjs registries (i.e., outside the ESRP path).
