This change moves
@types/tunnelback to a fulldependencyso that consumers of@azure/core-httpdon't hit TypeScript compiler errors about missing types from that package when installing via plainnpm. For some reason Rush masks this issue in our repo. This change was introduced very recently in #4541 so we didn't catch it until we tried to verify release packages using onlynpm./fyi @ramya-rao-a @chradek
