This PR updates the pipeline template to sync the eng/common directory with azure-sdk-tools by refining how package properties are saved and processed during pull requests.
- Introduces a new Powershell@2 task to save package properties filtered for PRs.
- Updates the logic to read and filter JSON package files from a specified directory.
- Removes a redundant duplicate step.
