Follow module is skipped in this PR.

• openai, client.tsp need to be modified, mostly due to now beginAzureBatchImageGeneration be public and has convenience API.
• contentsafety, service is preparing the GA version of the SDK. I don't want to cause conflict with them.
• documentintelligence, this one having problems.

I will do a follow-up PR on openai, with adjustment on its client.tsp in spec repo.
