Pull Request Overview
This PR adds a new optional parameter SkipLegacyOnboarding to the Update-DocsMsPackages.ps1 script, allowing users to skip onboarding packages to the 'legacy' moniker. This provides more flexibility in the documentation update process by making legacy package onboarding conditional.
