Pull Request Overview
This PR syncs the eng/common directory with azure-sdk-tools for PR 12444, removing unused parameters from PowerShell functions to simplify their interfaces.
- Removed unused parameters from two DevOps work item helper functions
- Simplified function signatures by removing conditional logic based on unused parameters
- Cleaned up query building logic that was dependent on the removed parameters
